Démocratie et autoritarisme

Considérée comme le destin indépassable de l'humanité, la démocratie se trouve pourtant loin d'être une réalité pour la masse des habitants de la planète. Pour preuve, nous n'avons qu'à penser au défi terrifiant adressé aux démocraties par les totalitarismes communiste, fasciste et nazi. Il est pourtant rarement question d'une autre espèce de dictature, moins monstrueuse mais tout aussi étrangère à la démocratie, que furent et que sont toujours les gouvernements autoritaires modernes. Apparus au milieu du XIXe siècle avec le Second Empire de Napoléon III et le Reich du chancelier Bismarck –; et toujours en vigueur aujourd'hui ou il y a peu d'années en Europe, en Amérique latine, en Asie ou dans le monde arabe –;, ces autoritarismes ont obéi à un modèle propre. Ils ont retardé l'avènement de la démocratie tout en rivalisant avec elle, mais également en apportant, qu'on le veuille ou non, leur pierre à la modernité de nombreux pays. Certains gouvernements autoritaires ont en effet laissé parfois une trace positive non négligeable. En Allemagne, le semi-dictateur que fut le chancelier Bismarck inventa l'État providence imité ensuite dans toute l'Europe. Plus tard, le régime du général Franco fut à l'origine de la monarchie démocratique du roi Juan Carlos. De son côté, le Chili ne doit-il pas à la politique économique du général Pinochet sa réussite économique sans égale en Amérique latine ? Quant à la stupéfiante prospérité de Singapour, elle est sans conteste le fruit de la main de fer du président Lee Kuan Yew. -- Regarded as humanity's inexorable destiny, democracy is nevertheless a far-cry from reality for most of our planet's inhabitants. As proof, we need only consider the terrifying challenge to democracy presented by the communist, fascist and Nazi totalitarianisms. Yet we rarely consider another form of dictatorship, less monstrous, but equally foreign to democracy: modern authoritarian governments. These dictatorships, which appeared in the middle of the 19th century with Napoleon III's Second Empire and Chancellor Bismarck's Reich –; and which are still going strong today, or were up till a few years ago in Europe, Latin America, Asia and the Arab world –; are based on a specific model. They delay the advent of democracy while competing with it, while making a contribution, deliberately or not, to the modernisation of several countries. Certain authoritarian governments have in fact left a considerable positive heritage. In Germany, the semi-dictator Chancellor Bismarck invented the welfare state that was subsequently copied throughout Europe. Later, General Franco's regime was the origin of the parliamentary monarchy of King Juan Carlos. And doesn't Chile owe its economic success, unrivalled throughout Latin America, to the economic policies of General Pinochet? As for Singapore's astonishing prosperity, it is indisputably the fruit of President Lee Kuan Yew's iron hand.
