For eleven days, the covered bridge is the only way in or out of Penrose, and the county has just chained it shut.
On the first morning, Dale Vance sits at the Second Act counter and mentions something that's been nagging at him. He's counting the carvings inside the bridge for the museum, and the list says fifteen. He keeps getting fourteen.
By the next dawn, he's dead on the gravel bar below the deck.
No coroner can cross. The only record of who was on the bridge that night is a flagger's logbook, and it names a seventeen-year-old who won't say why he was there. As the butter runs low and the town turns on one of its own, the Penrose Five and Detective Elena Navarro follow the trail back to another boy, drowned under the same bridge in 1911, after the town agreed that he fell.
