From Democratic Struggle to Democratic Renewal
This book is organised as a journey through the past, present and possible futures of the Nepali Congress. Its structure follows the transformation of the party from a movement fighting for democratic citizenship into a governing institution confronting the much more difficult challenge of democratic self-renewal.
The first part examines the historical foundations of the Congress, beginning with the democratic awakening that challenged Rana rule and culminating in Nepal's early parliamentary experiment. These chapters explore how the party acquired moral authority through resistance, sacrifice and the conviction that sovereignty ultimately belongs to citizens.
The next stage follows the Congress through the Panchayat era, democratic restoration and the difficult transition from movement to government. The party emerges not only as a defender of democracy but also as a governing organisation confronted by factional competition, economic change, patronage and the challenge of translating democratic ideals into durable institutions.
The narrative then moves into the period of insurgency, royal intervention and constitutional crisis. These chapters examine how democratic institutions can weaken gradually and how the Congress eventually participated in the settlement that moved Nepal toward peace, republicanism and federal restructuring.
The constitution-making chapters trace the transformation of the Nepali state and the changing position of the Congress within it. The party helped construct a new constitutional order but gradually lost the electoral dominance it had once enjoyed, creating a growing distinction between historical importance and contemporary political strength.
The later historical chapters examine the 2017 and 2022 elections, coalition politics, generational reform and the political disruptions of the mid-2020s. At this stage, the central question shifts from democratic survival toward organisational relevance and the capacity of a historic party to respond to a changing electorate.
The final reform section begins with the ideological question. Chapter 17 argues that B.P. Koirala's democratic socialism should remain the historical moral foundation of Congress thought, while modern social democracy should become its contemporary economic framework.
The subsequent chapters examine internal democracy, the rebuilding of a new social coalition, federalisation of the party and measurable accountability. These reforms are treated not as separate organisational adjustments but as parts of a larger institutional transformation.
Chapter 22 then places these reforms within a rapidly changing Nepal shaped by migration, technology, artificial intelligence, climate vulnerability, energy, urbanisation and geopolitical competition. The argument is that internal reform will remain insufficient unless it equips the Congress to understand and govern the Nepal that is already emerging.
Chapter 23 develops three possible futures for the party: gradual decline, transactional survival or democratic renewal. Chapter 24 concludes with the idea of a second democratic revolution, arguing that the party that once fought to democratise the state must now apply democratic principles more consistently to itself.
The Epilogue broadens the discussion beyond the fortunes of one political organisation and reflects on Nepal's unfinished democratic journey. Throughout the book, one proposition remains central: the Nepali Congress earned its historical legitimacy through the struggle for democracy, while its future legitimacy will depend upon its capacity for democratic renewal.
