There is an island ninety miles from the Florida coast whose combination of geographic position, human capital, agricultural wealth, pharmaceutical sophistication, tourism potential, and strategic importance gives it the strongest case for American statehood of any territory in the Western Hemisphere. By year twenty, the ordinary American family is saving approximately $800 to $1,500 annually from lower food prices, lower gas prices, lower healthcare costs, and cheaper Caribbean travel.

This is a complete operational blueprint, not a thought experiment. The Social Security transformation that takes an elderly Cuban from a $22 monthly pension to $943 in SSI - and the specific protection framework built to make sure that benefit actually reaches her. The referendum process and the five-year transition period that turns a one-party state into a functioning American state, step by step. The congressional coalition, built on a genuine shift in Cuban-American political alignment, that makes this achievable in a way Puerto Rico's decades-stalled statehood push has not been. And an honest chapter, placed deliberately alongside the rest, on exactly what statehood does not fix.

Sixty-seven chapters cover the full scope of what this transformation actually requires: the embargo's sixty-five-year legal history and why only statehood ends it permanently, Guantanamo Bay's genuinely unresolved sovereignty status, Cuba's political prisoners and the transitional justice process that must precede any credible transition, the constitutional and legislative mechanics of admission, and the specific federal agencies - Social Security, Medicare, Medicaid, the Federal Highway Administration - that already have the statutory authority to deliver this without inventing a single new program. Real historical precedent throughout, most directly the Marshall Plan, which rebuilt Western Europe into America's largest trading partner for a smaller investment and a longer distance.

Ninety miles. Two hundred billion dollars. The investment that pays everyone back.
