On Calder's Reach, water does not belong to the thirsty. It belongs to the figure.

Beneath the frozen surface of a distant colony, every household ration, township allocation and exported shipment is governed by figures certified by the Survey Office.

Selby Arden has devoted her life to making those figures honest.

A meticulous hydrographer shaped by childhood scarcity, Selby believes that a gauge cannot flatter, bargain or lie. When she certifies the Kessler Basin at 4.12 on the Standard Reserve Index, the figure becomes the basis of the season's ration. The outer townships are cut first, and cut hard.

Then Selby returns to the raw readings.

The recoverable reserve stands materially above the figure she endorsed.

The discrepancy is not confined to one basin or one season. It runs through decades of records, while protected exports leave Calder's Reach at prices increased by officially certified scarcity. Yet the deeper Selby investigates, the harder it becomes to find a single guilty hand. The system is maintained by careful procedures, financial incentives and decent people who sincerely believe that understating the water may be the only way to prevent a catastrophic drawdown.

When Selby carries her evidence beyond the Office, the truth escapes her control. Among the neglected settlements, a technical reading becomes a promise of water. Selby becomes the "true reader", a symbol she never chose to be, and resistance gathers around her name.

Now she must decide how to expose a false record without turning an honest measurement into another dangerous lie. To make the truth stand, she may have to sacrifice her career, implicate the mentor who made her and accept responsibility for what desperate people do with a revelation they have waited generations to hear.
