« Les peuples do monde entier ont le droit inaliénable d'ętre gouvernés de maničre responsable.». Tel est le principal argument de ce livre, qui est une réflexion générale sur la gouvernance - ou plutôt la mal gouvernance - de certains pays et États du monde, partant du cas emblématique et symbolique fort de nombreux pays africains, notamment du Cameroun. De ce point de départ, il présente un diagnostic général de la mal gouvernance que subissent les populations de nombreux pays africains, et surtout de la nébuleuse de ceux dits «francophones», ainsi que de quelques autres du continent et d'ailleurs dans le monde. De nombreuses idées y sont avancées pour améliorer le cadre général de la gouvernance dans ces pays, ŕ travers de nouvelles institutions d'État, des pratiques et procédures sortant de cadres constitutionnels, institutionnels, politiques et administratifs qui ont été patiemment construits au fil de leur Histoire par des démocraties plus anciennes qui ont eu, ou pris le temps de mettre en place et consolider leurs institutions, ainsi que les équilibres des différents pouvoirs tels que postulés par Montesquieu.
